Wait, what? You say the article says DEVELOPMENT of engines will be frozen, not the engines themselves? I'm going to go to the FIA, show them a false Ferrari badge and say that I am appealing your decision to say I read the article wrong! Marvellous! I've not noticed a reluctance to become involved in the massive money-go-round in recent years (BMW, Renault, Spyker, "Force India", Prodrive etc. etc.) If you want to limit costs and level the playing field, why not just have an arrangement where every team each year has to pay a huge set amount of cash into a central account, which is then fed back out to the teams in equal chunks throughout the season. The accounts are fully audited, an FIA delegate is sent in to scrutinise every team, and if they get any money or benefits in kind from elsewhere then they get chucked out. Simple! No one gives a stuffing toss, as long as we get to see the best cars in the world, racing each other.
