Mook
Welcome to Tyresmoke It's a common problem on Passats. The drain hole in the scuttle panel (under the bonnet in front of the windscreen) gets blocked. Water builds up and ends up in the footwell. To fix the problem, remove the pollen filter and you should be able to see the drain hole. unblocking from underneath is normally what's needed. EddyH
On the drivers side it can also be the grommit around the bonnet release cable but I'd check the plenum drains and the pollen filter housing seal first as advised by Mook.

Tipex
There is also a drain hole under the battery, thats the most important one to clear, but obviously involves removal of the battery, and the plate it sits on.
