only the billing address has to match the address the card is registered to Tipex, delivery can be anywhere +++   

 

(only place I can think of I have ever used that has some exclusions to this is some paypal payments that the shop/seller will only deliver to billing address too)

Unfortunately I can't remember the name of the website, but there is one that tracks Amazon prices for you so you can what items have sold for previously, and if it might be worth hanging on for a lower price.
