If I've read this correctly a group of riders (more than two) are now not allowed to ride together unless the Council have approved it! I very much doubt any police officer would be interested, so the council would need to police it themselves, whilst you are technically required to give your details to an officer of the council they aren't allowed to detain you, so as long as you are faster than them, they won't get your details.
