One doesn't need to be going 130 very often but if car manufacturers design and build their cars to that new restricted maximum the rest of performance will suffer. Afterall no one in the US pays near there list prices and they know what the dealers paid for them too. Its not like it costs thousands less to make there GTIs over every other. Things like the extra ride height and speed restrictions can all be aftermarket fixed.
