You have to pass a test and be over a certain age to ride a bike or a car... but its perfectly OK for a 13 year old girl to ride a one ton horse with a mind of its own on tarmac roads with no training, no skills, in an environment to which it is totally unsuited (metal horseshoes on slippy roads). They are a danger to to themselves and other people and they have a piss poor attitude towards anyone who questions whether of not they are doing the right thing.
